Brief biographical information:
Born on February 1, 1950 in Okha, Sakhalin region.

From 1967 to 1970 he studied at the Altai Medical Institute, from 1970 to 1973 he completed his studies at the Novosibirsk Medical Institute, after which he qualified as a doctor. From 1973 to 1974, he was a surgeon at the Barnaul Emergency Hospital.

In 1974, he was drafted into the USSR Armed Forces. From 1974 to 1980, he was a junior military doctor of the training aviation regiment of the USSR Air Force, a resident of the surgical department of the 48th military infirmary and a senior resident of the neurosurgical department of the 333rd Military District Hospital of the Siberian Military District. In 1978, he completed advanced training courses in neurosurgery at the Military Medical Academy named after S. M. Kirov. From 1980 to 1984, he was a senior resident of the neurosurgical Department of the Main Military Hospital of the GSVG.

From 1984 to 1987, he studied at the adjunct course at the Department of Neurosurgery of the Military Medical Academy named after S. M. Kirov, a student of Academician V.A. Khilko. From 1987 to 1994 — lecturer, senior lecturer and associate professor, from 1994 to 2000 - Deputy Head of the Department of Neurosurgery, from 2000 to 2007 - Head of the Department of Neurosurgery of the Military Medical Academy named after S. M. Kirov, Chief Neurosurgeon of the Ministry of Defense of the Russian Federation. From 2007 to 2012 — Deputy Head of the Kirov State Medical Academy for Clinical Work. He was dismissed from the Armed Forces in 2010, the military rank is Major General of the medical service.

From 2012 to 2020 – Director of the Saint-Petersburg I.I. Dzhanelidze Research Institute of Emergency Medicine. From 2020 to the present, he has been the Scientific Director of the Saint-Petersburg I.I. Dzhanelidze Research Institute of Emergency Medicine.

In 1998, V. E. Parfenov was awarded the academic title of professor. Since 2003, he has been an Honored Doctor of the Russian Federation. In 2008, he was elected an academician of the Kirov VMA. 2014 - Honorary Professor of the Republic of Uzbekistan.

He is a member of the Academic Council of the VMA and the Scientific Council of the Kirov VMA specialized in Neurosurgery, is a member of the Board of the Association of Neurosurgeons of the Russian Federation and the Society of Neurosurgeons of St. Petersburg. Valery Evgenievich is the author of more than 300 scientific papers and monographs, 20 PhD and doctoral dissertations were defended under his leadership.

On August 9, 2003, by Decree of the President of the Russian Federation, Valery Evgenievich Parfenov was awarded the State Prize of the Russian Federation in the field of science and technology for the cycle of work "Acute intracranial hemorrhages: study of pathogenesis, development and implementation of new technologies in diagnosis and surgical treatment".

In 2007, by Decree of the Government of the Russian Federation, Valery Evgenievich Parfenov was awarded the Prize of the Government of the Russian Federation in the field of science and technology for a cycle of work in the field of pathogenesis, development of treatment methods for intracranial hemorrhages, introduction into practice of reconstructive and minimally invasive surgery of post-traumatic pathology of the skull and brain in peacetime and military conflicts.
